Who we are
ELM Programs Inc. is an approved Disability Support Program Service Provider for Direct Support Services and Individualized Funding management. We work alongside participants in the Halifax Regional Municipality to deliver community-based supports in their own homes — under Nova Scotia’s Individualized Funding framework and grounded in the Human Rights Remedy.
ELM is participant-led: we welcome self-referrals, as well as referrals made alongside the participant by family members, community agencies, or DSP Care Coordinators.

Where our experience runs deepest
ELM is a DSP IF provider with a clearly stated area of strongest experience. Our founders have spent their careers supporting people whose disability sits at the intersection of mental health, substance use, justice involvement, trauma, housing instability and institutionalization — barriers that the standard service system has too often failed to address well together.
If that sounds like you or the person you support, we are well positioned to help. If your strongest barriers are something different — for example, mobility — we will be honest with you and help you find a provider who is the right fit.
Built for the Human Rights Remedy
ELM was founded in 2024 to operate within Nova Scotia’s Human Rights Remedy and the Individualized Funding framework — not retrofitted to it. The Remedy is the operating frame for everything we do, from intake to supervision, from financial controls to governance.
